Wheeler (Andrew Ray) is a Thames mudlark — a boy who scavenges the riverbed for coins and objects — who becomes obsessed with a portrait of Queen Victoria and manages to penetrate Windsor Castle to see her. His arrival forces the long-reclusive Queen (Irene Dunne) and her Prime Minister Disraeli (Alec Guinness) into a confrontation with what her withdrawal from public life has meant to her subjects. Deeply charming and genuinely moving.
